f Public Works for the first district shall take place on the fourth Thursday of the present month (March), and for members of Congress on the first Wednesday in November next; therefore I, William Smith, Governor of the Commonwealth, do hereby proclaim that the officers whose duty it is to hold said elections in the several countach succeeding district every two years thereafter; and for choosing electors of President and Vice-President of the Confederate States on the first Wednesday in November, in the year 1867, or such other day as Congress may determine, and every sixth year thereafter: Provided, that upon the order for a special election of electors the officer of the Confederate Government whose duty it is to order such election, and for the election of Representatives in Congress on the first Wednesday in November, in the year 1865, and on the same day in every second year thereafter. It shall be the duty of the Secretary of the Commonwealth to prepare a synopsis of the s
