Departmental. Washington, December 21. --The Secretary of State has addressed letters to the Governor and late Provisional Governor of South Carolina similar to those recently forwarded to Alabama and Mississippi.
--Convention of Internal Revenue Assessing--General Assembly of the Presbyterian Church, South--Difficulty between the Whites and Blacks — Seizure of the Steamer Falcon. New York, December 21.--The steamships Hunter, Nevada and Euterpe have arrived, bringing Savannah advices to December 17th. The Savannah cotton market is irregular, holders asking an advance. The Herald says a convention of Internal Revenue Assessors and Collectors for South Carolina, Alabama, Florida and Georgia, will be held at Atlanta on the 20th instant, to regulate the system of assessments and collections. The General Assembly of the Presbyterian Church, South, convened at Macon December 17th. It is reported that a serious difficulty has occurred between whites and blacks in Emmanuel county, Georgia, but no particulars had reached Savannah.
