shington items. Freedom of inhabitants of United States. Mr. Wilson introduced a bill to maintain and enforce the freedom of the inhabitants of the United States. It is as follows: "Whereas the Congress of the United States, on the 1st of February, 1865, submitted to the Legislatures of the several States an amendment to the Constitution, providing that involuntary servitude should not exist except in punishment of crime, and that the Secretary of State, in his proclamation of December 19th, 1865, officially declares that three-fourths of the States have ratified said amendment." Resolved, by the Senate and House of Representatives, in Congress assembled, That all laws and regulations heretofore in force in any State or Territory of the United States wherein any inequality of the inhabitants of said States or Territories is authorized by reason of distinction of color or a previous condition of slavery, are hereby repealed; and it shall be hereafter unlawful to make any
