It is as follows: "Whereas the Congress of the United States, on the 1st of February, 1865, submitted to the Legislatures of the several States an amendment to the Constitution, providing that involuntary servitude should not exist except in punishment of crime, and that the Secretary of State, in his proclamation of December 19th, 1865, officially declares that three-fourths of the States have ratified said amendment."
