As an apology for the delay in transmitting thant, I deemed it prudent to fall back and concentrate at McDowell. A correspondent of the Cincinnati Commercial gives the following account of this affair: Franklin, Pendleton County, Va., Gen. Milroy's brigade, May 13, 1862. After an exciting week we are at last enjoying a season of rest in our camp here, to which point the overwhelming numbers of the enemy compelled us to fall back. Since about the first of April, when the rebels evacuated Camp Allegheny, Gen. Milroy, with that energy and fearless determination which are his peculiar characteristics, has been hotly pursuing them, until they were driven beyond the Shenandoah mountains, the boundary of Fremont's department. In their retreat the rebels destroyed an immense amount of camp equipage.
