The Quartermaster-General, in an order, publishes the decision of the Second Comptroller, stating that affidavits taken before a notary public after the 1st of October last must have a certificate of the Secretary of State or clerk of the Court of Records to the official character of the notary.
It is said that two per cent. of the fractional currency received at the Treasury is counterfeit.
This comes to the Department from bankers and others deemed experts in judging money, and two per cent. escaping the detection of such parties gives some idea of the extent of this kind of counterfeiting.
It is stated that E. M. Bruce, a member of the late Confederate Congress from Kentucky, has presented General Breckinridge with the sum of one hundred thousand dollars.
The receipts from internal revenue on the 8th instant amounted to one million four hundred and twenty-five thousand dollars.

Hon. C. J. Jenkins, recently elected Governor of Georgia, sent a communication to the Legislature on the 8th instant declining the inauguration at present.
Nothing is said in the proclamation about the election of Governor.
The Savannah Herald contains Provisional Governor Johnson's message to the Legislature, in which he entreats them to bring forward their prejudices and animosities and offer them as a sacrifice on the altar of our common country, that we may once more present the happy spectacle of brothers.
The House of Representatives has instructed the Judiciary Committee to report a bill securing to persons of color the right of property, the right to sue and be sued, and to testify in the courts.

--The steamer Peruvian, from Liverpool on the 8th instant, has arrived.
O'Leary, the Fenian, has been sentenced to twenty years transportation.

Cotton during the week has declined one-quarter — sales, 99,000 bales. Breadstuffs steady and unchanged.

O'Leary, the Fenian, after the rendition of a verdict of guilty, made a speech denying that he was a traitor and declaring that he owed no allegiance to the Queen of England nor obedience to the British laws.
In Liverpool, the sales of cotton to speculators were 25,000 bales; to exporters, 28,000 bales. The sales on the day the Peruvian sailed were 7,000 bales--market closing quiet and steady.
