Again, we may discern how monstrously he has acted in making
his law retrospective, by asking ourselves what is the real difference between
government by law and oligarchy; and why we regard those who prefer to live
under laws as honest, sober-minded persons, and those who submit to oligarchical
rule as cowards and slaves.
