[17] Line 17 = 2.79. The form of address is suitable only for a council, not for an assembly of the whole army (cf. 2.110). It looks as though “ἀγορήν” and “ἀγορῆι” in 11 and 13 had been substituted for “βουλήν” and “βουλῆι”.
