Mr. Richard reins.

--We are very much gratified to learn that the Committee of the City Council have engaged this gentleman to superintend the works now going up around the city, to be used as defences in case of necessity. No more suitable man than he could have been found in the length and breadth of the land, and all of the owners of negroes who have sent them to this work will feel satisfied that their hands will be well treated and properly worked by one who is so well acquainted with their capacity and habits. Such an accession to this work will be hailed with joy by all who are interested in its progress.
