[938b] trying to reverse the force of just pleas in the minds of the judges, or to be multiplying suits unduly or aiding others to do so, whoso wishes shall indict him for perverse procedure or aiding in perverse procedure, and he shall be tried before the court of select judges; and if he be convicted, the court shall determine whether he seems to be acting from avarice or from ambition; and if from the latter, the court shall determine for how long a period such an one shall be precluded from bringing action against anyone, or aiding anyone to do so; while if avarice be his motive, if he be an alien he shall be sent out of the country
