[24] Thus the institutions established by him at that time have continued in force with each successive king even to this day. In this respect, therefore, the rest of the Persians also imitated him from the first; for they believed that they would be more sure of good fortune if they revered the gods just as he did who was their sovereign and the most fortunate of all; and they thought also that in doing this they would please Cyrus.
