When these things were reported back to the1 general assembly of the Arcadians and to the several cities, the Mantineans and such of the other Arcadians as were concerned for Peloponnesus inferred therefrom, as did likewise the Eleans and the Achaeans, that the Thebans manifestly wanted Peloponnesus to be as weak as possible so that they might as easily as possible reduce it to slavery.
