Not is apparently put for "not only" in the two following passages:

“Speak fair; you may salve so
Not what is dangerous present, but the loss
Of what is past.

“For that he has
Given hostile strokes, and that not in the presence
Of dreaded justice, but on the ministers
That do distribute it.
