In addition to the concrete losses sustained by the failure of their plans, come chagrin and ill repute. τῶν πόλεων ὅτι: emphatic position before ὅσαι, to heighten the contrast of πόλεων with the individuals just mentioned. ἐξ ἐλευθέρων: from a condition of freedom.
