ἐφ᾽ οἷς. The construction is—σεσιωπηκότων (transitive, ‘maintain silence about’) (ἐκεῖνα) ἐφ᾽ οἷς δεδωροδοκηκότες συνίσασιν αὑτοῖς, ‘the services on the strength of which (or the conditions on which) they have, as they are conscious, accepted bribes.’ Some interpreters, not so well, take ἐφ᾽ οἶς as equivalent to ἐπ᾽ ἐκείνοις — ‘maintain silence on (the conditions attached to) the bribes which they have taken’: but Philip paid his supporters for speech rather than for silence.

ὡς τὰ πολλά, ‘generally’: the commoner phrase is ὡς ἐπὶ τὸ πολύ.

ὑπὸ χεῖρα, ‘under their hands,’ and so ‘within their reach.’ Take μάλιστα with ὑπὸ χεῖρα.
