οὐδ᾽ ἀπέδωκε: nor did he give as was due. The “ἀπό” implies a debt, an obligation. Thus “ἀπαγγέλλω” is carry a message where it belongs; “ἀποφέρω” is deliver as required. Cf. reddo, reporto. — The following half-verse strengthens the idea of indebtedness, since “τηλόθεν” emphasizes the trouble taken by Heracles to perform the service for Laomedon. cf. 478.
