How the Electors are to proceed.

--Not until one month after the election can the Presidential Electors record their official decision; for by act of Congress passed 1st March, 1792, they are directed to meet in their respective States and vote by ballot for President and Vice President on the first Wednesday in December following the Presidential election. The first Wednesday in next December occurs on the 5th of the month.
