--Scarcely a vessel or railroad train coming from the North
to this city, at this time, that does not bring a score or more of paupers from the Yankee
land, in search of prison shelter for the winter.
Our jail and poor-house are now filled with these stragglers, and it is time that some steps were taken to prevent their arrival.
Will not the City Council, at its meeting on Monday next, pass an ordinance to prevent this injustice upon our community?
Is it not right and proper that commanders of vessels who bring these outcasts here, should be held responsible for their maintenance, and be made to foot the bill?
The South can and will provide for her own poor.
Let the North
take care of her's.
