Newfoundland Legislature.
St. Johns, N. F., Dec. 4.--The Legislature met to-day.
The Governor's speech stated that the
House was called to consider the destitution prevailing in the country in consequence of the short seal and cod fishery.--It condemned the system of giving relief indiscriminately, without any equivalent, and alluded to the irregularities of the Galway steamers, to the decrease of revenue, and the injustice of indirectly taxing many to benefit a few. It recommended to the
Ministers to greater economy; it regretted that, the
Commissioners not having completed their labors the terms of an adjustment with the
French, relative to the fishing privileges, could not be published, although they were mainly agreed on.
