The Revenue cutter laid up at New Orleans.

New Orleans, Jan. 29.
--Secretary Dix has directed the Collector at New Orleans to have no more money expended on the revenue cutter Washington, now hauled up for repairs, until he can have the assurance that she will not be seized, as soon as she is refitted, by the secessionists.

Col.Hayne, of S. C., says he has made a demand on the Federal authorities for the surrender of Fort Sumter.
