The steady progress of military preparations at Washington city is a matter for the serious consideration of the people of the South, and especially of Virginia. The merest speculations and rumors set afloat by letter writers are made the pretext for this martial array.--An oath of a character offensive to all high-spirited men, it is said, has been framed for administration to the officers. The whole proceeding is one of unprecedented character in this country, and one of remarkable significance. Were the Father of His Country to be engaged in such preparations, such mysterious military movements, as have taken place, we should demand the intent and purpose of them.
