The Massachusetts Personal Liberty bill.

--The Boston Courier announces that the Legislative Committee on the Personal Liberty law have agreed unanimously on the following changes in the present law: ‘"To make the writ of habeas corpus returnable only before a Justice of the Supreme Court, instead of Justices of the Superior Court as well as the Supreme Court; to provide that the militia may be lawfully called out to preserve the public peace, in cases growing out of the rendition of a fugitive slave; to allow the evidence of the claimant in proof of his claim to the alleged fugitive.
