The Federal Army.

--Uncle Sam has about 4,000 troops scattered through Texas and the Western frontier. A young Georgia officer of calvary, who has been on that station for the last five years, and who has just returned and resigned his commission to offer his services to the Southern Confederacy, passed through this city yesterday. He says that all the Southern officers will resign as fast as their respective States secede, and that the almost united determination of the Northern officers is to throw up their commissions if the Government commences a civil war. They say that they did not accept military office to make war on their countrymen. Several of them have already made arrangements to settle cattle farms in Texas. The opinion prevails there that the army will be disbanded. There was talk of taking the whole force into the service of Texas. Among the obvious duties of the Provisional Government will be to provide for the defence of the Texas frontier, and President Davis' soldierly eye will not lose sight of the 4,000 regulars already on the spot.-- Mobile Register.
