Arrest of a supposed murderer.

--A young man, giving his name as W. E. Fulcrum, was arrested on Tuesday, on the Norfolk Railroad, as J. R. Chisman, the supposed murderer of Martha Phoenix, of Guilford, North Carolina, for whose arrest the Governor of that State offers a reward of $1,000. Fulcrum comes up to the description given very accurately, but denies being guilty of the charge preferred. The murder took place five years ago.
