Leasing the Ohio Canals.

--The Cleveland Herald learns that a proposition is before the Ohio Legislature, looking to the lease of the public works of the State to a private company, composed of responsible men. The proposition is to lease the canal for a period of ten years, the company to pay $10,000 a year, afford proper facilities for transit, charge a toll not higher than the present established rates, and effect all the necessary repairs under the direction and to the satisfaction of the Engineers and Board of Trustees appointed and elected by the State. The expenses on the public works of the State exceeded the receipts last year by nearly $140,000.
