In addition to the exciting details of the conflict at
Charleston, we have a proclamation from
President Lincoln, calling out the militia to the aggregate number of 75.000, (of which
Virginia will be called on for her quota !) to suppress the "combinations" at the
South; and convening Congress in extra session on the 4th of July next.

Lincoln to the
Virginia Commissioners will also be found in our columns.
A private dispatch from
Washington says ‘"it is looked upon here as an open declaration of war."’
