Washington, April 202 o'clock P. M.
--It is reported that a dispatch has been received at the War Department, stating that the Northern troops, largely reinforced, are now attempting to pass through Baltimore.
The troops, however, by themselves, or reinforced by the New York Seventh Regiment, may be advancing on Washington by water.
