Harper's Ferry and Portsmouth Navy-Yard.

It is impossible to overrate the value of the acquisition of these two important points. --What is better, is that they have been gained without the loss of life. Harper's Ferry is the key of the Valley, and can be made impregnable. The Portsmouth Navy-Yard is the largest Navy-Yard in the United States. Its proximity to the shipbuilding materials of North Carolina, (and it is only in the South that all the materials necessary to the construction and rigging of ships can be found,) its magnificent harbor and central geographical position, give it superior advantages over every other Navy-Yard on this continent.--The acquisition of the vast military stores in the Yard is an advantage too obvious for comment.
