Gov. Hicks, of Maryland.

This double-dyed traitor deserves the execration of honest men in the whole country. He is evidently in league with Lincoln, and is known in Washington as a regular member of the Black Republican organization. Up to within a few days he has been living under the roof of Capt. Blake, the Federal commander of the Navy-Yard at Annapolis, and sleeping in the same room with him. We have it from undoubted authority that he severely reprimanded the officers in command of the Vanceville (Prince George,) Rangers for arresting two Army Captains, who were carrying sealed orders from Washington to Annapolis, telling them they were little better than land pirates.
