Gen. Scott boasts that he is regularly posted up in everything that transpires in Richmond and Montgomery. If this be true, it must be either by letter, sent through the Post-Office or Adam's Express, or else by special message. Either of these ways can be prevented by subjecting all letters in the Post-Office, and by any and every mode of conveyance, to inspection, just as it is now done in Washington, and to let no suspicious characters leave.
