--I am at last enabled to send you a comprehensive announcement of the governmental policy concerning offensive movements.
It is the intention of the President
to crush out this rebellion, if possible, before the 4th of July, 1861. He has determined and ordered that if it be practicable — simultaneous attacks be made upon Norfolk
, Harper's Ferry
, and that a flotilla be sent down the Mississippi river
