Mail contract.

--The President of the Richmond and York River Railroad Company has completed a contract with the Federal Government to carry the mails three times a week, down his road and to Norfolk city, commencing on the 13th inst. By this arrangement, if the James river boats take the mails on alternate days, there will then be a daily mail, Sundays excepted, between the cities of Richmond and Norfolk.
