The finances of Pennsylvania.

--The message of Governor Packer, of Pennsylvania, shows the finances of the State to be in a good condition. During the last fiscal year its receipts have been $3,479,257; the expenditures for all purposes $3,637,147. The available balance in the Treasury is $681,433, being $153,526 more than in 1857. The public debt has been diminished $2,236,882 in the past three years. The Governor, singularly enough, considering the importance attached to it, made no allusion to the Bank suspensions.
