The Senate was called to order at 12 o'clock.
Prayer by Rev. Mr. Minnegerode, of St. Paul's Church.
The following bills were reported: A bill for the relief of Benjamin and Isaac Deford, of Morgan county, a bill for the relief of Thomas Jarvis, of Fairfax county; a bill changing the time of holding the terms of the Circuit Courts of the counties of Hardy and Page, and a bill to amend the act passed March 14th, 1860, for the relief of Hugh Crolly and Patrick McCane.
Bill Passed.--The bill providing compensation to jurors serving on inquests in the counties of New Kent, Charles City, James City, York, Warwick and Elizabeth City, and also the cities of Williamsburg and Norfolk, was passed.
Resolutions of Inquiry.--The following resolutions of inquiry were presented and appropriately referred: By Mr. Nash, of amending the 54th section of chapter 85 of the Code of Virginia, respecting the estates of lunatics; by Mr. Thomas, of F., of reporting bill 433 of last session, providing for the relief D. Lipscomb; by Mr. Brannon, of reporting a bill for the issue of bonds of the Commonwealth of Virginia, to Franklin Torry, in lieu of bonds owned by him and lost by the burning of the steamer Austria, and for payment of the interest due 1st January, 1859, and since that time; by the same, of reporting a bill to protect the interests of the Commonwealth and other stockholders of internal improvement companies in the State, from injurious competition, and to report a bill for that purpose, if they deem it expedient.
Mr. Bruce presented the proceedings of a meeting of the people of Charlotte county, held on the 7th inst., which were read and referred; also, the petition of Wm. A Hix, formerly Deputy Sheriff of Appomattox county, asking to be relieved from certain insolvent muster fines improperly paid by him; and the petition of Thomas Jones, Jr., for additional military defence of the counties of Westmoreland, Northumberland, Lancaster and Richmond.
Several bills were read a second time.
Mr. Paxton reported a substitute for the report made yesterday by the Joint Committee on Federal Relations.
Laid on the table and ordered to be printed.
Mr. August also proposed a substitute to the same report, which was disposed of in like manner.
On motion, the Senate adjourned.
