--The Powhatan and Brooklyn, off the months of the river, fired yesterday twenty-one guns. What does this mean?

It is unusual to fire a number of guns equal to that of the States, and the proclamation of Lincoln is that there are thirty-three States. Does he mean to exclude the eleven seceded States, as either independent or subject States?--adding Maryland and Missouri--or does he mean to dodge the whole question, and at the same time to ignore the division of States, substituting a Presidential salute of twenty-one guns? This is the most probable version, as in all the Northern States the clamor is for a strong Government, the obliteration of State lines, and the concentration of all powers in the President!--N. O.
