Spain.

Spain has abandoned her claims against Morocco to declare Ternan the property of Spain, to render it impregnable, and to colonize the Territory.

Italy.

The Turin House of Deputies had voted the budget for 1861.

Two Bourbon committees had been discovered at Naples. Five hundred muskets had been seized, and a plot to assassinate Garibaldi discovered. The Government had taken measures to watch the entry to Caprero.

During the discussion of the loan bill in the Turin Chamber of Deputies, Signor Musalino said that he had no confidence in a ministry that maintained the French alliance. England was the only true friend to Italy, and he insisted on the immediate evacuation of Rome by the French. Commercial Advices.

Liverpool, July 3.--Cotton — Sales of the last two days 45,000 bales, of which speculators and exporters took 24,000 bales. The market closed buoyant. Prices have advanced fully 1.61., and in some cases ¼d., closing with an upward tendency.

Manchester advices are favorable. The market closed with an advancing tendency for yarns. Prices generally unchanged for cloth.

Breadstuffs.--Flour is in steady demand.--Wheat is steady, with an advance, chiefly in fine qualities. Prices are a shade dearer.--Corn is steady and in more demand.

Provisions.--Beef is firm; bacon heavy, prices are easier, but quotations unchanged; lard is heavy and quotations nominal; tallow is quiet at 49s.a49s.3d.

Produce.--Rosin is dull at 6s. 3d.a6s. 4d; spirits turpentine steady, and prices firmer at 44s. at auction; sugar dull; rice steady; coffee is dull; pearl ashes quiet; pot ashes also, at 33s.a33s. 6d.

Money Market.--Consols heavy at 89¼a88 3/8 for money.
