Cameron Endeavors to cheer Lincoln's
friends.

Washington, July 23.
--The Secretary of war telegraphs, in reply to a dispatch from the New York Union Defence Committee, as follows:

"To cheer our friends to active exertions, that we may speedily retrieve our misfortunes, we are making more vigorous efforts to concentrate a large and irresistible army at this point. Many regiments are advancing. The works on the South bank of the Potomac are being well manned. The Capitol is safe.
