Whey the Carlileiste did not Divide the State.
When the giddy-giddy-gout Legislature of Carlile
was considering the question of dissolving the State
and forming "New Virginia" out of the West
, according to their original programme, the Black Republican
politicians and the swindling financiers of Wall street came to the conclusion that that would never do. The political power of Virginia
in fact, solid and unbroken, was too important to politicians to allow it to be frittered into pieces, and was absolutely indispensable for the protection of the holders of the bonds of the State
is a rascal and so is Pierpont
; but they had not thought of the monstrous assumption of taking upon themselves the authority of the whole State.
There was dignity and grandeur as well as magnitude in that illustrious old sovereign that deterred them from it. But the moneychangers of Wall street and the corrupt politicians of Washington
informed them that the State
must be kept together — that, vagabonds as they were, they must stand forward as its lawful representatives.
It was a painful position to them; but they were short of funds — there was no money in their pockets, and but little more than a shirt and a half to the whole body — legislative and executive.
They were not able to pay their board; and there was not money enough in the crowd to stand a treat once a day. It required no small amount of liquor to maintain their effrontery.
The cunning rogues of Wall street well understood the dire strait to which Carlile
's men were reduced, and knew at once that they could control them.
Stand forward, said they, to the rag-tag and bob-tall Government, as the representatives of Virginia
at large — assert your power as the rightful Government to control her public affairs — pass laws obligating the State
to pay her bonds — outlaw rebels generally — and glorify Lincoln
; and we'll replenish your empty purses, we'll give you money for prog and grog, a new pair of breeches a piece, and enough to go on till you can steal or rob the wherewithal to keep your wheels greased.
The offer was too tempting.
Trembling at the idea of what they were about to do — ragged and forlorn like Shakespeare
's Apothecary — they plainly said ‘"my poverty, not my will, consents. "’
The begun Government was in this manner ‘"done,"’ by the Wall
street brokers — and in this way made a raise at a time when they were strapped and dry as a powder-horn.
But Wall street handsomely reimbursed itself for its economical expenditure upon the vagabond Government.
Under the idea that the grand victories of the Federalists in Virginia
and the march "to Richmond
" would back up Carlile
and make good the law for the payment of the bonds issued by Virginia
, they contrived to produce some sensation in the stock market, and advance those bonds.
It was just one of those trucks characteristic of Wall street; and it was quite fortunate for the members of the mock Government that it fell to their lot to become the tools of these rogues.
They seldom see any money — they need but little, ordinarily — but they had started to form a Government, to raise an army and so on, all of which required money. --Nothing could tend more to enhance their self conceit than the timely fund from Wall street, and when they had put on their new clothes, and eaten and drank their bellies full, they began to think that they were really a Government.
, who was known to have been without credit and to have had "nary red" for weeks, valiantly entered a restaurant and invited the bystanders to take a drink !
Thus was Old Virginia — Allah be praised !--saved from dismemberment !
