Who is Mr. Smith?

--We see it stated in the Northern papers that a Southerner of the name of Smith has been arrested in N. York, under the belief that he was one of the members of the Provisional Congress, now sitting in Richmond.

We are authorized to state that there are two members of that Congress of the name of Smith--one from Alabama, and one from North Carolina; and that both are now in Richmond, and neither has been in N. York, or absent from their seats. The gentleman under arrest is a son of Ex-Governor Smith, of Virginia, as we have heretofore informed our readers.
