Napoleon Resolves to recognize the Confederate States!

Lord Palmerston has declared that the entrance by any duty-paying vessel at any blockaded port, wipes out the blockade. A belligerent may seal all ports, but when it lets in a single vessel the right to blockade it is gone. The London Herald says that when Napoleon heard of the result of the battle of Bull Run, he resolved to recognize the Confederate States. Ten Broeck had won the New Brighton stakes.
