as the city of Richmond has not yet furnished, from among her own citizens, her proportion of 10 per cent, on her population for the military defence of the country, as required by the proclamation of the Governor; and as Col. Ellis' battalion of Artillery has recently refused to go into the active service of the country, the undersigned who has been for some time an officer in the battalion, proposes to raise an Artillery Company, to be enlisted for 12 months active service, unless peace is sooner declared. All persons wishing to join such a company will please leave their names at Williams & Peters', next door to the Post-Office, or at my office, on the second floor above Williams & Peters'.
