Several prisoners confined in the city jail for various offences presented a petition to the Mayor yesterday, representing that they claim to be citizens of the United States, and are therefore anxious to obey President Davis's proclamation requiring them to leave the Confederate States, but are prevented by the bars, bolts, and walls of their prison, the jailor paying no heed to their disinterested efforts to get out of confinement. It is not necessary to state what answer His Honor made to this reasonable prayer.
