writing from Matanzas
, gives a copy of the proclamation issued by the Captain General
, in virtue of a proclamation from Her Majesty the Queen
The following is an extract from the Captain General
"I have determined, [under date of August 17th.] that all vessels occupied in legitimate commerce, and proceeding from the ports of the Confederate States
, shall be entered and cleared under the Confederate
They shall be duly protected by the authorities of the Island
; and, further, all foreign consuls have been notified that interference on their part will not be tolerated."
