Memphis papers contain the rumor that the Government has occupied Louisville, Kentucky. In effect such an occupation took place some time since. So far as the matter of principle is concerned, the authority of Kentucky has been overruled in Louisville by the agents of Lincoln for many weeks. The appearance of an army could not more effectually carry out the principle of occupation on the one part and submission on the other.
