--We copy the following significant paragraph from the New York Herald, of Thursday last:

Jeff. Davis & Co. have a newspaper in Quebec, Canada, called the Mercury, through which they preach their secession and rebellious doctrines. It calls our blockade an insult to the civilized world, as well as to the Southern Confederacy, and advises England and France to immediately recognize the independence of ‘"the Confederate States of America. "’
