New Orleans Banks — communication not cut off.

New Orleans, Sept. 16.
--The Banks here have agreed to receive on deposit and in payment of debts to them, the Confederate Treasury notes at par.

The steamer California goes to Mobile tomorrow (Tuesday) morning. Communication with Mobile, it is believed, will not be cut off by the withdrawal of troops from Ship Island.
