J. S. Bowers, arrested in Berkeley county on the charge of disloyalty to the Southern Confederacy, was examined on Saturday before Special Commissioner Lyons, and there being no evidence against him except that he attended the first Wheeling Convention, which assembled before the act of Secession was ratified, and which was guilty of no treasonable proceedings, he was permitted to take the oath of allegiance, and was then discharged from custody.
