To the voters of the Cities of Richmond and Williamsburg, and of the counties of Henrico, Hanover Charles City, New Kent, Elizabeth City, Warwick James City, and York.
--It is the duty of every citizen at such a juncture, to interpose no personal objections to a call of his fellow citizens to any responsible position wherein they may think he can serve the country.
It was with this conviction I accepted the seat I have now the honor to hold in Congress, and with which I have applied myself, and shall continue to apply any self until the close to its labors and duties.--The only distinction to which I aspire is, that my labors may deserve and obtain the public approbation.
I cannot be indifferent to the applications from the District
to offer myself at the approaching election, and now declare myself a candidate.--Should you, my fellow citizens, honor me with your support, my best efforts shall be devoted to the labors and duties of the high position.
