--A special dispatch to the Free Press from Toronto, (Canada,) states that Colonel Rankin, a member of Parliament, was lately authorized by the United States Government to raise a regiment of lancers.
Colonel Rankin was arrested yesterday for acting in violation of the laws of neutrality.
