A Disappointed citizen.

We find in a Washington paper the announcement that the U. S. Commissioner of Patents, in the exercise of a ‘"sound discretion,"’ has refused to grant a patent to a citizen of Richmond, Va., who remains at home and seeks at through his attorney in the Federal capital. The name of the citizen is omited.
