The Whereabouts of the Federal fleet--Apprehensions in Savannah.

Savannah, Nov. 4.
--At two o'clock to-day there were twenty-three Federal vessels in sight of Tybee. They were standing off Port Royal in line of battle. Active preparations are making in Savannah to repel an attack.
